Suspect Charged In Kutztown Teen's Killing, State Police Say

Pennsylvania State Police have charged a man with the murder of an 18-year-old near Kutztown University campus, officials say. 

Xzavier Wayman, 22, of Philadelphia, is charged with murdering 18-year-old Diego Velazquez at an off-campus apartment for Kutztown University students, state police said.

Xzavier Wayman, 22, of Philadelphia, was arrested Monday, Dec. 5, and charged with first- and third-degree murder for the fatal shooting of Diego Velazquez, state police said. 

As Daily Voice has reported, Velazquez was shot just before 1 a.m. at the Advantage Point off-campus student housing development on Baldy Road in Maxatawny Township on Tuesday, Nov. 22. 

University officials have said Velazquez was not a Kutztown student, and authorities have not said if Wayman is at all connected to the university. 

State court records for his arrest on Monday were not immediately available, but prior filings show Wayman was charged in April with receiving stolen property, writing bad checks, and felony unauthorized access of a device.

He is due to be arraigned sometime on Monday, police added.
